Tiffeny feels heard and that’s because we know how important it is to listen.The Role: As a Technical Assurance Lead within the FM Programme and Workplace Team, you can make your own powerful contribution to Westminster’s success. You will take a lead role in ensuring full statutory compliance across Westminster City Council’s operational estate, acting as the primary competent person under Regulation 7 of the Management of Health and Safety at Work Regulations 1999 and the CDM Regulations 2015. You will be responsible for delivering a robust compliance framework – developing, maintaining and monitoring policies, procedures and process maps to achieve 100% compliance across estate activities. This includes advising on and implementing the Corporate Landlord Health and Safety Management Plan and supporting the Head of FM Programme and Workplace with strategic planning, operational oversight, and reporting. You will lead a specialist team responsible for commissioning and monitoring statutory inspections, audits and assessments covering fire, asbestos, legionella, and other key building compliance areas. You will also interpret relevant legislation and ensure ongoing awareness of regulatory changes and new requirements. In addition to overseeing technical compliance, you will provide expert advice to colleagues, departments, and contractors, ensuring responsibilities are understood and met. You’ll monitor contractor performance, support FM procurement processes, and ensure quality and value-for-money in service delivery. You will also be responsible for managing risk assessments related to common areas, advising on measures needed to fulfil insurer requirements. This is a critical leadership role that requires excellent communication and problem-solving skills, a deep understanding of the statutory compliance landscape, and the ability to work collaboratively across departments to create a culture of safety, assurance and accountability. Having managed end-to-end compliance processes, you will be confident overseeing risk assessments, monitoring remedial actions, and ensuring timely completion across a broad range of property-related risks. You are adept at developing PMFs and writing compliance reports to senior stakeholders, boards, and leadership teams. Your background includes managing compliance performance across multiple departments and contractors, ensuring high standards and regulatory alignment at all times. With strong experience in contractor performance management, you are skilled at influencing external partners, managing contracts effectively, and ensuring quality assurance throughout. You bring excellent data management capabilities – maintaining, monitoring and improving data across multiple corporate systems, including overseeing data transfers and delivering insight through accurate analysis.     When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.

    Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

Westminster contains a rich mix of neighbourhoods – Chinatown, Soho, Covent Garden, St John’s Wood and Knightsbridge. All are key to establishing London’s reputation as one of the world’s greenest cities. Help breathe oxygen into the capital through planting and caring for its trees.

    In this role, you will take on responsibility for maintenance and planting of trees in the public realm, including highway trees, and trees in parks and cemeteries.

    The Council will draw on your expertise in relation to best practice for tree planting and management. You will use your professional knowledge to specify management operations and assess and manage tree risks. You will ensure that Westminster is compliant with legislation and policy, and manage and coordinate the out-of-hours processes to ensure urgent arboricultural matters are responded to swiftly. You will maintain an up-to-date information system of tree maintenance and planting too.

You will have a sound working knowledge of arboricultural theory and practice, matched with a history in contract management, budget planning and performance monitoring in relation to trees. Plus, you have used tree information management systems and applied them to successful service delivery.

    Having worked in a service delivery role, you know how to maintain stakeholder relationships and resolve issues in a timely manner. Highly organised, you will be capable of planning and managing budgets and resources, and will demonstrate meticulous attention to detail. As you will deal with a variety of stakeholders, you will need a talent for negotiation and influencing other people. Her achievements are many, but she’s most proud of the fact that these days Westminster doesn’t ‘do things for families’ but ‘does things with families’. And she believes this huge but subtle difference to the way we work has allowed thousands of children in Westminster to fulfil their potential and live their dreams.The Role: As a Sunday Library Assistant, you too can make a powerful contribution. We currently have two positions available: one is six hours a week at Charing Cross Library, the other is four hours a week at St Johns Wood Library.

    Libraries are famously quiet places, but they can get surprisingly busy, too. People visit for education, work, and to just enjoy a great book in a calm space for a few hours. You’ll welcome all warmly and assist them – whether they need to be directed to the right bookshelf or to use the computers. You’ll be a confident communicator, quick to solve problems, and able to adapt to different learning needs. People will look to you for reading inspiration, and you’ll enjoy sharing your knowledge with them. Overall, you’ll work towards fostering our libraries as a space where people can read, learn and connect.

    A good grasp of IT is a must – as you’ll sign people up, answer emails, and assist people with using the library PCs. Other responsibilities will include helping with library events and activities, as well as re-shelving returned stock.

    Take Kate, an absolute wizard at managing housing asset data for our annual £50m capital programme. Kate’s an inspiration to her team. Now a senior manager, she first joined as a college leaver in finance. Through Westminster’s encouragement, as well as her own hard work and determination, she’s gained professional qualifications and taken on a series of increasingly stretching roles.
    Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data. 
    More than that she understands the disruption renewal work entails. So, when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs. 
    Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works. The Role: As a Housing Team Manager, you can make your own powerful contribution. This is a fantastic opportunity for an experienced housing manager to bring their expertise and leadership skills to a new position in one of London’s most dynamic boroughs. You will touch a variety of communities, from the hustle of Paddington and Little Venice to the colourful streets of Queen Park via the calm and prestigious Maida Vale.     As a Housing Team Manager, you will work directly with and for residents. For tenancies, you will ensure settling-in visits are completed within 28 days of the start date, conduct tenancy audits, identify potential fraud cases, and appropriately handle tenant possessions where necessary. Also, you’ll be a part of making sure that repairs are carried out and that emergency access is given, when need be. You will be on the rota for out of hours emergencies too. When required, you will protect the Council’s interest by taking enforcement action, be it serving notices, evictions and attending court.
    You will use your strong communication skills to closely monitor written contact with residents, ensuring that they are timely, clear and to a high standard. When there are stage 1 complaints, you will undertake an investigation and prepare a written response to be reviewed by the Area Housing Manager. You’ll reach out to residents about their stage 1 complaints, take responsibility, and see if they are satisfied with a proposed response. Alongside the Area Housing Manager, you will prepare responses to stage 2 complaints and enquiries from Cabinet Members, Councillors and MPs. 
    Overall, you will be leading a team set on making a genuine positive difference to the Council. You will be a driver of constantly improving professional services that are met by high levels of resident satisfaction.

    We’d like for you to have significant, relevant experience of housing management. Accompanied by an excellent knowledge of tenancy law and general tenancy management.
    You’ll need to be comfortable being a figurehead for the residents of Westminster, representing their interests and coordinating services to meet their needs. A vast and varied workload excites you. You have the flexibility to sometimes attend events outside of the 9 to 5 core hours. 
    Your written and verbal communication skills are excellent. As is your aptitude for customer service, even in the face of challenging and difficult behaviour.
    You have a familiarity with IT and computer management systems. No formal qualifications are required to apply for this role.
