Job Details: Salary range: £42,912 - £49,155 per annum
Work location: 1 Regency Place, London SW1P 2EB
    Hours per week: 36
    Contract type: Permanent
    Vetting requirements: Standard DBS Check
Closing date: 3 October 2025About Us: THE EXTRAORDINARY STORY OF KEITH’S TRANSFORMATIONAL WORK

Public Protection & Licensing in Westminster City Council is a world of extraordinary stories. Where people like Keith and his team are passionate about keeping our borough clean, safe, healthy and free of pests.

Pest control might not sound like the most glamorous job, but to Keith it’s the best job in the world. As our Senior Pest Control Technician, it’s his task to see that Westminster is kept free of the sort of pests which can cause worry, fear, discomfort and – in the worst cases – illness. He and his dedicated team work tirelessly across the entire borough, from restaurants and cafés to parks and gardens, and from shops and offices to houses and flats.

Keith started his career in research and development for the private sector, before becoming a field biologist and then joining us here in Westminster. To begin with he was on a two-year contract, but when this was about to end he was asked to stay, and he’s been here ever since, working his way up the career ladder, and is now leading his team.

No two days are the same for him and the team, but the best ones are when they’re called out to help a family who are suffering from an infestation of – for example – mice, and this is not only making their lives a misery, but is creating unhealthy living conditions. But once the team have finished their work all of a sudden the family’s lives are transformed, they feel safer living in their own home, and can sleep peacefully at night without the worry discomfort and noise of tiny little feet scurrying around.

And on top of this, he believes that if you love your job, and are passionate about what you can achieve, you can build a fulfilling, rewarding and truly life-changing career at Westminster.  The Role: As a Senior Anatomical Pathology Technologist (SAPT) you can make your own powerful contribution by ensuring that Westminster residents are treated with dignity and care, even after their deaths.

Overseeing the immensely varied daily operations of the busy Westminster Public Mortuary, you will find an interesting role in which your duties will extend from supporting bereaved families through to upholding the health and safety requirements needed to keep your team safe. Managing a small team of APTs and delegating their workloads, you will take the lead in every aspect of post-death care. From initially receiving bodies into the mortuary through to storing, preparing and releasing them, you will ensure every individual is treated with respect.

Taking the lead in routine, forensic, high risk and defence post-mortem examinations, you will document and manage collected samples, and histology and toxicology records. Crucially, you will ensure your APTs are learning from you every step of the way.

Working with a wide variety of partners, you will keep them informed of any relevant updates, so you will partner with Pathologists, the Coroner’s Court, funeral directors, the Police and more. You will also act as the Person Designate in regard to the Human Tissue Authority.

While the day-to-day operations of the mortuary will be the main component of what you offer, so too will your ability to prepare for the future. As such, your mortuary will act as a ‘Designated Disaster Mortuary’ in the event of a mass fatality incident, so you will have significant input into the council’s Local Mass Fatality Disaster Plan.

We reserve the right to extend or close this vacancy early without warning subject to the volume of suitable applicants, so if you would like to progress your career in one of the country’s highest-profile mortuaries, please do apply at your earliest convenience.

Please refer to the Job Description for more information.About You: This is a great role for a qualified Anatomical Pathology Technologist who would like to progress their career in one of London’s most iconic boroughs.

To match the requirements of this role, you will therefore have a deep interest in pathology and mortuary services, with experience in forensic and high-risk post-mortem casework. This will include the capacity to carry out multiple evisceration techniques, and you will have advanced reconstruction technical skills. Specifically, you will have a minimum of RSPH Level 3 Diploma in Anatomical Pathology Technology, with the willingness to obtain Level 4.

With a focus on protecting the dignity of the deceased, you will have good communication skills, with the ability to lead and inspire your team.

While you will work fixed hours, you will need to take part in our on-call rota, so a degree of flexibility will also be required. Periods on stand-by are paid in addition to the above salary in line with the Council’s policies. This will also be essential if your services are called on off-site, so an adaptable approach will be important. You will also be IT literate, with the ability to plan, coordinate and deliver projects.

Only applicants who are fully qualified as Anatomical Pathology Technologists will be considered.

Interview date: 29 or 30 September 2025About Us: THE EXTRAORDINARY STORY OF KAKOLI’S PASSION AND DRIVE Children’s Services in Westminster City Council is a world of extraordinary stories. Where inspirational people like Kakoli are dedicated to encouraging everyone they work with to be the very best they can be. Ever since she was a child, Kakoli has believed that children are the ones who’ll change the world for the better. Who’ll create the future we all wish for. And she always knew her calling was to get on the front line and help those who might not be as fortunate as herself. Driven and passionate about making a difference, she first joined Westminster as a Social Work Assistant, and her managers immediately saw she had huge potential, so they encouraged her to apply to study for a degree in social work. She passed with flying colours, and over the next fourteen years worked as a frontline Social Worker, a Senior Social Worker, a Deputy Service Manager and is now one of our Service Managers. Kakoli’s vision is as clear now as it was all those years ago – to encourage and support children, and help them grow in safe, vibrant communities. Her achievements are many, but she’s most proud of the fact that these days Westminster doesn’t ‘do things for families’ but ‘does things with families’. And she believes this huge but subtle difference to the way we work has allowed thousands of children in Westminster to fulfil their potential and live their dreams. The Role: As a Deputy Service Manager working with one of our Child Protection teams, you can make your own powerful contribution to Westminster’s success. We currently have three vacancies – our North West Safeguarding Locality Team, Looked After Children & Leaving Care Team and the Assessment Team (temporary up to 12 months) – but whichever one you join you’ll assist with the development of policy and strategy, working to ensure the service is effective, adapts to change and delivers good outcomes for the children, young people and families we support. Supervising a group of social workers, senior practitioners and another specialist staff in the day-to-day delivery of the services we provide, you’ll be responsible for their performance and professional development, and the safeguarding, care planning and case management of the service users in your care. You’ll also work as part of the management team, providing leadership and support in all relevant aspects of the service such as development, quality assurance and ensuring best value for the council and the diverse communities we serve. You’ll have a number of additional responsibilities – these include helping to manage the team’s budgets, contributing to the divisional, departmental and City Council budget management processes, and ensuring that high-cost cases are managed to minimise risk to the service user, the public and budgets. We’ll also expect you to alert the Service Manager to significant risks to the service, the reputation of the City Council or any other area, and be responsible for developing a plan to respond to risk. Please refer to the Job Description for more information. About You: To be a success in this significant and vital role, you’ll have well developed experience of working with children and families in a statutory setting, and the ability to collaborate with professional networks, chair meetings and resolve conflict. It’s important that you’re capable of using systemic practice and similar models of change, and in addition to possessing experience of working with agencies such as CAMHS, therapists, adult services, housing and schools, you should also have a good understanding of the courts and how they work. An inspirational manager and developer of students and your colleagues, and ready to role model effective assessment, intervention and engagement skills with families, children and young people, you’ll be open to both receiving and providing constructive feedback. Reflective and reflexive in your own practice, and capable of helping others develop these skills, we’ll also expect you to integrate sound professional knowledge into your social work and managerial practice. Your good workload management skills will allow you to manage the fluctuating demands of your caseload, while your excellent communication and interpersonal skills will see you inspiring and motivating everyone you work with. A confident user of IT software applications, you should also possess a good understanding of the statutory framework of the Children Act 1989 and 2004 and other relevant legislation. When it comes to formal education, you should have a degree in Social Work or an alternative recognised qualification, be registered with Social Work England and hold an enhanced DBS check. Closing date: 21 September 2025About Us: THE EXTRAORDINARY STORY OF ANAKHA’S FRESH THINKING
Creativity isn’t something that only senior managers do. In Digital and Innovation at Westminster City Council, we expect it from everyone, including our newest recruits.
Enter Anakha, a graduate trainee, full of energy and fresh ideas. We welcomed her input to our Smart City initiatives, especially our Innovation Hub – a newly created space where staff, residents and businesses can meet, experiment and exchange ideas.
But it was what happened next that really made a difference. Anakha’s innovation space project was used to invite young people to help them find work through the Kickstart programme as well as to recruit young people to our Tech Lions initiative, and is regularly occupied by the Apprentice community.
We’re also inviting residents aged 11-19 from the Westminster Youth Council to the Hub to attend a fun ‘speed dating’ event, where they hear from different digital teams. We’ll continue to meet with them every week to keep them directly involved in our plans to ensure young people have a regular voice at the heart of the council. From the importance of electric vehicle charging points to new uses for tech, their insights about the kind of city they want to live in are central to our plans.
As for Anakha, she’s now moved into a permanent Project Manager role in the Digital and Innovation Smart City team. Supported by ongoing mentoring from colleagues, she’s already developing even bigger and better ideas. The Role: As a Strategic Digital Relationship Manager, you’ll play a pivotal role in shaping how Westminster City Council uses technology, data and innovation to deliver better outcomes for residents. Acting as the trusted link between services and our Digital & Innovation team, you’ll work with senior leaders to identify priorities, develop change portfolios and ensure that investment in digital directly supports service and organisational goals, ultimately to ensure we are creating value and change that matter to our residents. Day to day, you’ll be the single point of contact for your directorates — building trusted relationships, anticipating challenges, and representing their needs into our digital portfolio. You’ll negotiate at senior levels, ensure alignment on technical and commercial issues, and guide communications that keep staff and Members informed. You’ll also play an active role in embedding new ways of working: promoting agile delivery, showcasing success stories, and scanning for emerging technologies that could deliver value. By working closely with our enabling governance (PMO) function, as well as product, project and service leads, you’ll help ensure that change initiatives are prioritised, coordinated and deliver measurable benefits. This is a dynamic and outward-facing role where you’ll advocate for services, champion innovation, and support real transformation — all while keeping residents at the heart of what we do. Please refer to the Job Description for more information. About You: You’re an experienced relationship builder, comfortable working with stakeholders at all levels and sensitive to the political drivers and priorities that shape local government. You know how to create trusted partnerships, adapt your approach to different learning styles, and foster a positive working environment where diverse views are valued and collective performance thrives. You have a sharp understanding of modern digital culture, platforms and ways of working — and know how to translate these into meaningful outcomes for services and residents. Alongside this, you’ll bring a strong track record in driving digital change, with knowledge of portfolio, programme and project methods. You’re well-versed in product management principles, agile delivery practices and data protection standards (GDPR) to ensure initiatives deliver maximum value.  Finally, you’re strategic and delivery-focused in equal measure. You can set clear objectives, coordinate complex dependencies, and build compelling business cases for innovation. Analytical and decisive, you assess risks and opportunities carefully. You’re comfortable liaising with subject-matter experts to support decision-making and appraising options, including cyber-security, solution architecture and procurement.  Above all, you’re committed to meeting user needs in the most efficient way and act as a visible ambassador for new, smarter ways of working.
