About the Role:
The Project Portfolio Officer (Energy Projects) will lead the development and operation of GBE's energy-project investment monitoring and portfolio stewardship capability. The role will be accountable for establishing and maintaining the standards, governance, controls and quality assurance arrangements through which GBE monitors the performance, risk and value of its energy-project investments after financial close. The postholder will act as GBE's portfolio management subject-matter lead for energy-project investments, working across Investment, Finance, Risk, Legal, Strategy and Delivery teams to ensure consistent and decision-useful oversight of investments throughout construction, operation, intervention and exit. The postholder will own the energy-project portfolio monitoring framework and ensure that project performance is assessed consistently against approved investment cases, conditions of GBE's finance, contractual rights, strategic objectives and GBE's risk appetite. They will provide technical leadership on the interpretation of portfolio information, challenge the quality and completeness of monitoring outputs, and recommend escalation or intervention where required. This role will have a specific focus on GBE's investments in energy projects, including project finance, joint venture, development, construction, operational and asset-backed investments across GBE's energy deployment portfolio.
Key Responsibilities:
* Lead the monitoring of GBE's individual energy-project investments and the wider portfolio against approved investment cases, conditions of GBE's finance, agreed milestones, strategic objectives, risk appetite and expected financial and strategic outcomes.
* Maintain portfolio records, trackers, action logs, reporting packs and governance documentation, ensuring a clear and auditable evidence base for portfolio assessments, risk ratings, interventions and recommendations. Lead quality assurance of material energy-project portfolio information, challenging the completeness, accuracy and consistency of financial, delivery, risk, governance and operational reporting.
* Provide authoritative portfolio advice and challenge on investment opportunities being considered, including portfolio risk implications and future monitoring and governance requirements.
* Own the preparation and quality assurance of regular reporting, briefings and recommendations for the Investment Committee, Executive Investment Forum, senior management, the Board and shareholder representatives where required. Coordinate inputs from investment verticals, Finance, Legal, and Risk to ensure portfolio reporting is joined-up, consistent and decision-useful.
* Act as Board Observer in GBE investees, ensuring that there is effective reporting of relevant investee board-level information into GBE's understanding of the risks in each investee and identifying emerging issues and risks to GBE's investment.
* Identify, assess and escalate emerging issues, trends and exceptions across the portfolio, including cost overruns, delays, operational underperformance, covenant concerns, concentration risks and cross-cutting dependencies.
* Lead the portfolio management response for allocated investments that are off track, coordinating enhanced monitoring, remedial action planning and escalation. Lead or materially support restructurings, follow-on investments, waivers, interventions and exits, providing clear portfolio recommendations and maintaining an appropriate decision trail.
* Own and continuously develop GBE's energy-project investment monitoring and portfolio stewardship framework, including minimum monitoring requirements, reporting standards, escalation triggers, controls and governance expectations.
* Set standards and provide technical leadership for monitoring energy-project investments across development, construction and operation, ensuring consistent application across GBE's portfolio.
* Build effective relationships across GBE, investee companies, co-investors and advisers, and lead periodic reviews and deep dives into material energy-project exposures and cross-cutting portfolio themes.
* Develop and maintain a detailed understanding of GBE's energy project portfolio, including construction progress, operational performance, route-to-market assumptions, project risks, cash flows, valuation drivers and governance matters.
* Exercise judgement in determining the significance of project-level developments, including cost overruns, delays, underperformance, grid, planning, route-to-market, offtake, counterparty and operational risks, and their implications for GBE's wider portfolio, risk appetite and strategic objectives.
* Capture lessons learned from project performance, interventions and exits, and ensure these inform future investment assessment, transaction structuring, portfolio reporting and monitoring standards.
Qualifications and Experience:
Essential:
* Experience in a portfolio management, programme, project, investment operations, governance, performance, finance or similar analytical/support role.
* Strong understanding of the full investment lifecycle, including post-close monitoring, governance, risk management, intervention and exit.
* Demonstrable experience owning or materially developing investment-monitoring frameworks, standards, controls or governance processes.
* Strong financial and commercial judgement, with the ability to challenge complex project information and form evidence-based recommendations.
* Experience preparing and presenting clear findings and evidence-based recommendations to senior committees, boards or investment decision-makers.
* Strong stakeholder-management skills, including the confidence to constructively challenge investment teams, investees, advisers and senior colleagues.
* Ability to lead quality assurance of investment-monitoring information and maintain a clear, accurate and auditable evidence base for portfolio assessments and recommendations.
* Ability to work effectively in a developing organisation, adapting as systems, processes and priorities evolve.
* Sound judgement in determining when matters require enhanced monitoring, escalation, intervention or formal decision-making, combined with discretion and professionalism when handling sensitive or commercially relevant information.
* Strong working knowledge of Microsoft Office tools, particularly Excel, PowerPoint and Word.
* Strong understanding of project finance, infrastructure projects, energy development, asset management or construction/operational investment monitoring, or the ability to apply investment monitoring disciplines to these areas quickly.
* Experience assessing construction, operational, counterparty and financial risks within energy, infrastructure, project-finance or asset-backed investments.
Desirable:
* Experience managing energy, infrastructure, project finance or asset-backed portfolios.
* Experience supporting committee or board reporting, governance forums or decision-making processes.
* Experience using portfolio reporting systems, dashboards or data visualisation tools.
* Experience working within public sector governance, assurance and accountability requirements.
* Experience in renewable energy, electricity infrastructure, project finance, development-stage assets, construction monitoring or operational asset management would be advantageous.
* Experience monitoring joint ventures, project SPVs, minority project investments or board/observer governance arrangements would be advantageous.
Qualifications:
* Relevant degree or equivalent experience in finance, economics, business/finance, accountancy, mathematics, engineering, project delivery or a related field.
* A relevant professional qualification (for example: MBA, CB, CFA, CISI, ACA/CA) or evidence of working towards one would be highly advantageous.
