    On behalf of Homes England, we are looking for a HR Business Partner Inside IR35 for a 6 month contract working on a Hybrid basis (2/3 days per week in the Newcastle orLeeds office and remaining WFH)Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. We have the appetite, influence, expertise, and resource to drive positive market change, and our mission is to ensure more homes are built in areas of greatest need, improve affordability and create a sustainable housing market.Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.Role Purpose:This role is responsible for providing a strategic, integrated, comprehensive and commercially-focused HR service to a Directorate, enabling the achievement of business strategy and goals.The role is a business partner, working in collaboration with a senior leadership team on the development of effective business strategy that enables capability, capacity and engagement plans for the Agency.The role consistently demonstrates and embeds the values and behaviours in daily work, contributing to a positive and inclusive culture.The main duties and responsibilities of the Senior HR Business Partner would be to:Supervise and manage the co-ordination of a range of complex activities (e.g., supporting change management initiatives, strategic leadership, and identifying / mitigating people risks) within the People Function.                              PSR1JP00100204 Homes England                                   Printed: 2026-03-06                                                     Page: 1 of 2Use advanced influencing techniques to drive change, gain buy-in from stakeholders at all levels, and ensure alignment of projects/team with strategic vision and objectives.Utilise developed professional knowledge within the HR profession to support the development of supporting policies and procedures within team/specialist area.Coordinate activities with awareness of related operations across the Agency.Make informed and judgement-based decisions to improve procedures and operational plans across the People Function.Ensure the delivery of results within established policies and precedents for the People Function.Contribute to the performance of the Agency.Impact performance through resource utilisation and provide expert advisory services on behalf of the People Function.Essential:Chartered member of the CIPD or a relevant degree/NVQ level 7 equivalent in Human Resource Management or similar.Experienced in effective business partnering.Demonstrable business acumen and leadership skills.Highly effective networker with strong relationship skills.Broad generalist operational and strategic HR experience, in a constantly changing fast¬paced environment; including demonstrable capability to deliver strategies to improve productivity and performance.Experience of guiding leaders through effective organisational change.Excellent communication, influencing and negotiation skills and effective coaching of senior management to resolve people issues.Please be aware that this role can only be worked within the UK and not Overseas.Disability ConfidentAs a member of the Disability Confident Scheme, Homes England guarantees to interview all candidates who have a disability and who meet all the essential criteria for the vacancy.     As a B2B Account Manager, your main responsibilities will be to: Define a practical hybrid account‑management approach, combining high‑touch and scaled support.Develop customer segmentation (e.g. Tier A/B/C) based on complexity, risk, and technical needs.Recommend the size, roles, and structure of the account‑management team.Outline how account managers interact with technical specialists, operations, policy, and data teams.Create clear workflows for handling technical issues, release communications, change deployment, and customer readiness.Establish escalation routes and clarity around RACI (roles and responsibilities).Propose reporting and insight‑tracking mechanisms (customer health, error patterns, readiness indicators).Create practical templates such as customer engagement plans, change‑readiness checklists, issue‑triage scripts, and briefing packs.Recommend tooling or CRM‑light approaches suitable for supporting 500–1000 accounts.Provide a roadmap for phased rollout.Train internal staff and embed repeatable processes.Advise on metrics to track success and refine the model over time.
    Qualifications

    Essential: Demonstrable experience creating scalable customer‑support or account‑management structures for high‑volume customer bases.Experience defining segmentation models and establishing multi‑tier service approaches.Ability to map workflows, define roles and responsibilities, and build efficient end‑to‑end processes.Comfortable working with large volume data to shape decisions and priorities.Skilled at facilitating workshops, and engaging with different customer types.Ability to produce crisp, plain‑English guidance and materials. Please be aware that this role can only be worked within the UK and not Overseas.
