We looking to recruit an experienced and enthusiastic Senior Officer to join our Proactive Interventions Team. What you’ll do: The primary role for this post will be to run our Environmental Team covering a broad scope of investigation and proactive work. You will be responsible for the oversight of the delivery of the service’s licensing requirements for petroleum and explosives, as well as a far wider reach into environmental aspects enforced by the service, including green washing, lettings and EPCs, energy claims etc. Also there will also be an expectation to grow the remit of the team to tackle harm in other areas covered by Trading Standards legislation. You will provide detailed advice on legislation, conduct inspections of businesses to ensure compliance with the law and ultimately take formal enforcement action in such circumstance whereby significant alleged criminal offences have been committed. As a Senior Officer you will have line management responsibilities and possess a strong demonstration of the knowledge, skills and behaviours expected from an officer of this level.  The service is intelligence led which means there may be necessity for you to also deliver other aspects of Trading Standards work. What we’re looking for: With relevant formal qualifications (DCATS, DCA etc.) or extensive proven experience within a regulatory remit, you will be equipped to tackle a new challenge. You will be organised and have flexibility to work occasional unsocial hours. Above all, you will be able to deal sympathetically with members of the public, and businesses, while also being confident in your ability to handle difficult and challenging situations. You must be able to deal with a range of complex challenges requiring you to be methodical and utilise problem solving skills to identify practical solutions, based on sound judgement and reasoning. You’ll join our high profile Housing Services, and oversee and ensure building and maintenance projects are delivered on time and to budget. This work will include repairs, planned works and programmes, the refurbishment of empty properties, dealing with dampness and condensation issues, leak detection, planned preventative maintenance and the pre and post inspection of works. In addition, we’ll expect you to oversee the property surveying functions required to manage a portfolio of approximately 5,000 homes, including the structure and fabric of the buildings, internal and communal areas and estate grounds.

    Working with our Area Repairs Managers to implement and develop the systems necessary to regularly inspect the external and communal parts of properties, you’ll identify any requirements for repairs and maintenance, and ensure works are carried out according to urgency and priority. Committed to collaborating with your colleagues as you ensure a joint approach to improving quality and customer satisfaction for our residents, you’ll also highlight key investment needs and considerations to the Property Planning and Assets Team so that works can be planned appropriately.

    You’ll have a wide range of additional responsibilities – these include ensuring that our health and safety management policy is fully implemented and documented, providing strategic leadership within the Housing portfolio, and contributing proactively to the leadership of the council as you work collaboratively to deliver our objectives and priorities.     It's important that you have a successful track record of handling large budgets, business planning, quality and performance management, and well developed knowledge of the issues facing local government and the public sector.
