    The Heat Networks team is responsible for shaping and implementing the future regulatory regime for heat networks. Ofgem will be responsible for regulating the heat networks market when the necessary legislation is in place. We provide advice and expertise to Government on the detailed design of the new regulatory arrangements. The Heat Networks team is also making preparations for Ofgems future oversight role, including how we will monitor the market, work with stakeholders and deliver our new functions.

    The scale of change needed as the market transitions to statutory regulation means that team members have exposure to unique regulatory and delivery challenges and must engage with a broad range of stakeholders to find solutions. The heat network industry has many players (large corporate entities, small privately run heat suppliers, local authorities, housing associations, billing and customer service providers), and the team will have to engage with all of them in order to develop a regulatory regime that meets the needs of customers, industry and the regulator.

    Ofgem is developing a digital platform to facilitate regulation and deliver a range of functionality to enable Ofgem and regulated parties to interact with each other through activities such as authorisation, licensing, ongoing monitoring data submissions and payments. The service will need to meet GDS service standards and be subject to relevant assessments.

    Ofgem is seeking to recruit an experienced content designer with experience of the design and delivery of complex transactional services ideally in regulatory environment. You will provide the content design support required for the delivery of the heat networks digital service and potentially other major projects from within the Ofgem portfolio.

    This role will require a collaborative approach in working with colleagues both within Ofgem and with any co-sourcing partners we may be working with to create and iterate content around the digital first end-to-end user journeys, including guidance, services and communications.

    This is an exciting opportunity to work at the core of a motivated team, with passionate and talented colleagues delivering strategically important work for the energy sector. We use Agile project management tools to help us deliver across various fast-moving workstreams; the ability to work at pace is essential. It will also require flexibility, and the ability to collaborate with colleagues from a range of backgrounds and expertise.

    You will have the skills and experience to ensure that sometimes complex policy messages and requirements can be communicated effectively and easily understood by all users. The role will require creating, updating and reviewing of content for our heat networks digital first end-to-end user journeys, including guidance, services and communications.

    Key Responsibilities
    Take lead responsibility to create, update and review effective content for the end-to-end journey of a digital first service to help users complete their goal and government to deliver on policy intent. Work closely with the project team to map out user needs, translate them into user stories and propose design approaches or services to satisfy requirements. Engage in meaningful interactions and relationships with users. Design content, implementing the appropriate style and standards, to meet user needs and make complex language and processes easy to understand. Ensure appropriate content is shown to a user in the right place and in the best format. Be involved with the creation of a product that stretches across digital and offline channels. Apply technical knowledge and experience to create or design workable prototypes, both programs and physical outputs. Understand policy intent and user needs by interpreting evidence-based research and embedding that knowledge into the development of content designs. Working with user researchers to visualise the outputs from comprehensive user research and defining approaches and strategies to enhance the user experience. Promote understanding of good practices within content design and applying the appropriate tools and techniques.Person specification

    Content design experience with proven ability to create online content that is accessible and user-centred.
