    The post holder will play a leading role at place to improve wellbeing through the sustainable management of natural resources through the team remit.
    This Environment Officer role is within the South Powys Environment Team area, one of the three Environment Teams in Mid Wales focused on environmental regulation and the management of designated sites, delivering a programme of planned work. The Team covers South of Rhayader using the A44 as a boundary and down to Ystradgynlais above the Swansea Valleys, this includes Bannau Brycheiniog, Brecon Beacons National Park, The River Wye SSSI and River Usk SSSI along with many valuable designated sites in a truly breathtaking area.
    What you will do
    • Work with a wide range of internal and external customers including permit holders, landowners, businesses, public bodies, recreation groups, volunteers and third sector organisations to enable others to achieve SMNR.
    • Establish, maintain and advise partners to support the development of partnership projects and plans through from concepts to implementation. These projects will deliver outcomes aligned with place priorities.
    • Assess compliance with relevant legislation, permit or consent conditions. Where non-compliance is identified, determine and implement the most appropriate intervention option to ensure a return to compliance as quickly as possible. Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures.
    • Draft valid consents and assents for operations affecting protected sites. For all work areas produce required advice, investigations, documentation and reports to agreed quality standards to support operational and management decisions, protected site notification, public enquiries, court cases etc so that information, evidence and NRW interests are accurately and effectively presented.
    • Within your area of expertise, provide professional local advice and responses to consultations from planning and permitting teams. Maintain working relationships with these teams through regular liaison.
    • Monitor progress of work, which may include interpretation of data, contractor management, project delivery or compliance with management agreements or statutory legal notices. Identify and support any remedial actions to ensure outcome delivery.
    • Play a role in a resilient NRW Incident Management Service that follows NRW process to ensure effective, timely and safe response to incidents.

    Your qualifications, experience, knowledge and skills

    This role is part of our Marine and Coastal Ecosystems Team - a vibrant, multi-disciplinary group of specialists passionate about protecting and enhancing Wales's marine and coastal environments. We provide expert technical advice across a wide range of topics, supporting both internal colleagues and external partners on strategic policies, programmes, plans, and guidance. You'll be working alongside other leading experts in the team, whose focus areas include coastal and marine habitats, marine mammals, maritime birds, fish, and water quality.
    What you will do
    • Lead and project manage specific and complex issues that require development of NRW policies, strategies, plans, programmes and guidance, including support on casework that is novel, contentious or of high public interest.
    • Provide statutory advice to WG and other bodies in Wales as well as UK government departments with reserved marine responsibilities, and in-turn review and advise on the produced policy, plans and strategies.

    Are you ready to shape how we protect and manage some of the most important natural sites in Wales?     As Senior Advisor for Regulatory Approaches (Infrastructure), you'll lead the development of new regulatory approaches to support the streamlined consenting process introduced by the Act. This includes helping to define how consents such as marine licences and other regulatory permissions are managed when deemed within an Infrastructure Consent (IC), and ensuring our involvement aligns with legal and environmental requirements.
    You'll also play a key role in embedding a fully cost-recoverable pre-application advice service across NRW, developing the guidance, tools, and training required to support both internal teams and external stakeholders.
    Key responsibilities include:
    • Designing NRW's regulatory approach to assessing whether marine lincence applications - should be deemed within an Infrastructure Consent.
    • Developing practical guidance and training to support internal teams and ensure consistency across consent regimes.
    • Leading NRW's interaction with stakeholders, including PEDW, Welsh Government, and developers during pre-application and consenting phases.
    • Supporting the creation of a chargeable, fully cost-recoverable pre-application advice service under the new Act.
    • Coordinating input across regulatory functions to ensure a joined-up and legally sound process.

    What you will do
    • Be the principle point of contact with the relevant UK and Welsh Trade Associations, Government Departments and environmental regulators, both UK and European, to share information and work together on the development of operational policy and new legislation, interpretation of relevant legislation, advice and guidance for the specific sector(s) and areas of responsibility.
