    The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following: 1. Description of Services 1.1 General Scope of Responsibilities: 1.1.1 The Religious Education (RE) Coordinator for the RAF Mildenhall Protestant Community plans, coordinates, and implements religious education for the RAF Community, in accordance with the 48 FW Airman Ministry Plan. The coordinator serves as the primary RE resource contact, acts as the advisor and coordinator of the day-to-day operations of the RE program, and administers the Protestant religious education of United States Protestant military members, dependents and other community members and non-members. 1.1.2 The coordinator shall promote an atmosphere of religious sensitivity to all Air Force personnel participating in chapel programs. However, no form of coercion shall be employed by the coordinator or their employees to cause USAF personnel or their family members to conform to a particular religious denomination or faith group either directly or indirectly. The coordinator shall ensure that all key leaders and volunteers comply with this no-coercion policy. Respect for other religious faith groups shall be maintained. 1.1.3 The coordinator shall design and implement religious education programming for adults, youth, and children, and will assist in building a spiritual foundation. Programs may include, but are not limited to: Sunday school, small group studies, mid-week spiritual formation events, and seasonal or annual events such as Vacation Bible School or similar. 1.1.4 The coordinator shall also be responsible for recruiting, training and scheduling teachers, helpers, childcare workers, or other volunteers for Religious Education Programs. In the event that RE teachers are not available, the coordinator may be required to teach the approved curriculum. The Wing Chaplain is the approval authority for all curriculum. 1.1.5 The coordinator shall be responsible for Protestant religious based retreats and events to include planning, execution, and after action reports. These events may be in line with the Preservation of the Force and Families (POTFF) initiative to help with improving the well-being of Airmen and their families. In addition, to the POTFF initiatives, the coordinator may plan and execute Ecumenical retreats and events in coordination with other faith group religious education coordinators. 1.1.6 The coordinator shall manage the day-to-day operations of the Protestant RE program, such as, but not limited to: recruiting, training, assigning, and overseeing teachers, helpers, substitutes, and other volunteers in the RE program. The coordinator shall also inform the Lead Protestant Chaplain or designated representative of any needs, issues or concerns with the program. 1.1.7 The coordinator will coordinate with ministry leaders for Men’s, Women’s, Youth, or other applicable ministries (per the Airman Ministry Plan) to gather, disseminate, and help publicize program/event information, and connect people with the age/gender appropriate spiritual formation resources. The coordinator shall research and maintain teacher/facilitator training resources and provide training when required. 1.2. Period of Performance/ Place of Performance 1.2.1 This requirement calls for support at RAF Mildenhall, United Kingdom (UK).  1.5. Duties and Responsibilities: The Religious Education Coordinator coordinator shall: 1.5.1. Develop, schedule, implement and monitor all Protestant Religious Education (RE) programs and activities. This includes, but is not limited to, assisting in the evaluation of the Protestant RE Program and its processes, coordinating volunteer support for any RE related programs, and planning and implementing improvements for program development with the approval of the Lead Protestant Chaplain. Examples of specific programs include: Children’s RE, Men’s and/or Women’s RE programs, Bible Studies, Vacation Bible School (VBS), Volunteer Appreciation, and other programs as identified in by Lead Protestant Chaplain. 1.5.2. Coordinate weekly RE events throughout the year. The coordinator will work in coordination with the Lead Protestant Chaplain, volunteers, or other chapel staff or coordinators to provide events as specified in the Airman Ministry Plan. The coordinator shall be responsible for managing and ensuring security/tidiness of facilities used for Protestant RE events. 1.5.3. Ensure that the tenets and teaching of the Protestant Christian faith are taught in the Protestant RE program. Coordinator will ensure that teachers teach approved curriculum. All curriculum must be approved by the Wing Chaplain and in accordance with Protestant theology and practice. 1.5.4. Be present in the Chapel at least 30 minutes before the scheduled start of RE events. The coordinator shall stay until the event ends and ensure that all areas are returned to a neat, orderly and secure condition. 1.5.5. Work with the Lead Faith Group chaplain and other Protestant Coordinators and program leaders to develop an annual calendar of all RE activities and budgets for the Airman Ministry Plan. 1.5.6. Maintain records such as, but not limited to: training for volunteers, monthly attendance records for all Religious Education (RE) programs, and furnish numbers to the Lead Protestant Chaplain and Chapel Secretary for input into the Air Force Chaplain Corps Activity Reporting System (AFCCARS). 1.5.7. Maintain a current list of names and contact details of teachers, helpers, substitutes, other workers and students involved in the Protestant RE program. All personally identifiable information (PII) shall be kept confidential in accordance with the Privacy Act, AFI 33-332, and any other local procedures. 1.5.8. Attend Chapel Staff Meetings and Protestant Parish Advisory Council meetings. All meeting hours shall count toward unit hours. Coordinator shall communicate updates to chaplain to ensure current programs/needs are up-channeled to chapel leadership and the community. 1.5.9. Plan and execute any Protestant retreats and events along with co-leading ecumenical retreats and events to ensure successful execution of chapel programs. This will include but not be limited to: registering participants, recruiting volunteers, finding locations and accommodations as required for programming and events. These events may be in line with POTFF initiative to help with improving the well-being of Airmen and their families and may also include Ecumenical retreats and events in coordination with other faith group religious education coordinators. 1.5.10. Coordinate all purchase requests with Lead Faith Group chaplain, Chapel Account Managers, and/or Resource Manager as applicable. The coordinator shall submit accurate and timely funds requests and shall not make purchases without prior approval. 1.5.11. Design and implement a marketing plan for RE programs in coordination with the Lead Faith Group chaplain, Protestant coordinators and Program Leaders. Responsibilities may include, but are not limited to: 1.5.11.1. Making verbal announcements at Protestant events or services 1.5.11.2. Creating and maintaining a current brochure or information sheet showing current Protestant RE programs or calendars. 1.5.11.3. Creating and/or posting announcements for Protestant events on Lakenheath Chapel or Protestant Parish social media outlets 1.5.11.4. Being present to set-up an information table and interact with newcomers or attendees at information or ministry fair events, and assisting with clean-up afterwards 1.5.11.5. Creating electronic slides or signs advertising Protestant RE events 1.5.11.6. Submitting announcements or advertising material to the Lead Faith Group Chaplain or Wing Chaplain for approval prior to publication. 1.5.12. Create Protestant RE publicity for the base and Protestant community via avenues including: chapel bulletins, websites, other media outlets, including social media and periodic verbal announcements at Protestant events. Once publicized, programs may only be cancelled due to inclement weather or other extenuating circumstances if coordinated with the Lead Faith Group chaplain, Wing Chaplain, or designee in advance. 1.5.13. Coordinate with the facility scheduling point of contact to reserve necessary facilities for RE activities. Programs must be approved and facilities shall be determined available prior to publicizing any event or program. 1.5.14. Coordinate with outside sources/organizations to ensure required facilities/spaces are available as necessary (i.e.: Department of Defense Dependents Schools (DODDS) facilities, Airmen & Family Readiness Center, etc.) 1.5.15. Establish/maintain a RE Coordinator continuity file and chapel resources for the Protestant Parish consisting of materials, such as books, audio, and DVDs for RE. Ensure that all offerings received during Protestant Religious Education classes/events have been handled in compliance with AFI 52-105, Chaplain Corps Resourcing or subsequent updated Chaplain Corps guidance. 1.5.16. Comply with all applicable Air Force and local instructions for financial management and accounting, facility use, maintenance, and security. 1.5.17. Implement Chapel background check program, and ensure that all volunteers working with children under the age of 18 meet local, Chaplain Corps, and DoD background check and requirements. 1.5.18. The coordinator is accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any substitute contract personnel or subcoordinator(s) that renders services under this contract. 1.5.19. Maintain healthy, functional interpersonal relationships with personnel including chapel staff, other coordinators, base leaders, and parishioners. There will be no tolerance for disrespect, harassment, or any unprofessional behavior or activity that could adversely affect the Air Force or the AF Chaplain Corps by eroding morale, good order, discipline, respect for authority, unit cohesion, or mission accomplishment. 1.6. Standards of Dress 1.6.1 The Coordinator will be neatly attired, well groomed, and practice proper personal hygiene. Business casual for worship, daytime hours, special rites and services. Cut-offs, shorts, halter-tops, or similar, are not acceptable. 1.6.2 Any hair length, beards, or mustaches are acceptable, provided neat, clean, and properly trimmed. 3. Coordinator Eligibility Requirements 3.1 Experience Requirements: Provide proof of a minimum of one (1) year’s experience as a teacher/program leader in religious education on a resume or CV. Coordinator shall also provide any other training certificates that are applicable to this role and/or will assist them in their duties of the role. 3.2 References Requirements: 3.2.1 Two professional letters of reference with contact details. Letters of reference shall include, but are not limited to: 3.1.2.1 One letter of reference of good standing with the Church, chapel, religious or community organization where candidate has worshiped, volunteered, or worked; and 3.1.2.2 Letter(s) of reference from former employer(s), or leaders of churches or organizations in which work has been performed. 3.3 Have a strong theological grasp of the Protestant faith, and have openness to a wide variety of faith expressions within the Protestant community. Also, be able to demonstrate the ability to clearly express the details of basic Christian doctrine. 3.4 Be able to perform word processing in Windows; capable of working with calendar programs, MS Word, PowerPoint, and show ability to work with other software programs if necessary. 3.5 Have basic financial record keeping skills. 3.3 Period of Service/Number of Units 3.3.1. This position will require no more than 12 Units during the contract period 1 September 2018 to 31 August 2019. A unit consists of one month.3.3.2 Working Hours and Extended Period of Absence 3.3.3 The coordinator shall work a minimum of 15 hours per week. During Vacation Bible School or holiday seasons coordinator may expect to work approximately 30 hours per week. These hours shall include regular office coverage three (3)  days a week, at least (5) hours per day. Attendance at staff/council meetings shall count towards office hours. 3.3.4. The coordinator shall post regular customer service office hours. The hours shall be advertised and posted in an appropriate place where customers can easily access them. These hours shall be approved by the Lead Faith Group Chaplain and the Contract Officer. 3.3.5. The coordinator will only support special services or events after permission has been given by the Lead Faith Group chaplain, in accordance with the Annual Ministry Plan.     The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following: Contract Title: Service Music Director (RAFM- Protestant Community) 1.Scope of Responsibilities: The Service Music Director contractor for the RAF Mildenhall Protestant Parish shall provide musical accompaniment prior to, during and after the Contemporary Service. The Service Music Director contractor shall work in unison with the RAF Mildenhall Protestant Musician and the Chaplain in charge of the service to provide music for Worship Services, rehearsals, special services. The contractor shall provide an atmosphere of religious sensitivity to all Air Force personnel participating in chapel programs. However, no form of coercion shall be employed by the contractor or their employees to cause USAF personnel or their family members to conform to a particular religious denomination or faith group either directly or indirectly. The contractor shall ensure that all key leaders and volunteers comply with this no-coercion policy. Respect for other religious faith groups shall be maintained. 2.Education and Experience Requirements: Demonstrate the following via a resume of education/experience, two (2) professional letters of reference, and a Technical Evaluation. For the Technical Evaluation we will require either in person or via video call (Skype, Facetime, Facebook Messenger, etc.) an interview with the Wing Chaplain, or his designee. This interview will consist of questions to confirm the applicant’s proficiency and understanding of contemporary worship, and their ability to direct, lead, and cultivate a worshipful environment for a contemporary service with volunteers from diverse denominations and backgrounds. 2.1. Two (2) professional letters of reference from former employer(s) and/or leader of churches/chapels in which work has been performed with contact details. 2.2. Have two (2) years’ experience as part of a Church or Chapel praise and worship team. 2.3. Shall be willing to work with chapel staff personnel and program volunteers of all religious backgrounds and faith beliefs. 2.4. Shall possess a knowledge of Protestant teachings, customs, and traditions. 2.5. Shall be conversant with current contemporary praise and worship songs defined as the Christian Copyright Licensing International (CCLI) Song Select Top 100 songs. 2.6. Shall be able to read, write, and speak English fluently. 2.7. Shall have access to the internet and a computer. The contractor will not be provided with access to government computers. 2.8. Shall be able to use related computer software applications including Microsoft PowerPoint and Internet Explorer. 2.9. Shall be required to satisfactorily complete a background check IAW DoDI 1402.5 Criminal Background History Check. 3.Duties and Responsibilities: 3.1 Meet weekly with the chaplain responsible for the service and/or musician over service to plan, order, and coordinate music for worship services. 3.2. Lead worship (or provide coverage) as praise team/choir director. 3.3. Develop, implement, coordinate and evaluate the music program for the service. 3.4. Collaborate with volunteer musicians/vocalists, creating a united music program to deliver a professional worship experience. 3.5. Contractor shall actively recruit praise team members to include sound system operator(s). In coordination with the Protestant chaplain in charge of the Contemporary Service will ensure that all praise team members receive proper training on chapel equipment. 3.6. Arrive at least 45 minutes prior to the start of each service to oversee setup, and depart after all service clean-up has been accomplished. 3.7. Perform one (1) rehearsal per week and as needed for special worship services (See Period of Service/Number of Units). 3.8. Rehearsals will be held at the RAF Mildenhall Chapel. Interested Candidates are requested to forward their resume together with three references from individuals who can attest to the candidate’s good work and steadiness.  Candidates who do not possess at least two years of working steadily as a Worship Music Director in a church or chapel need not apply.  This is a part-time position with 113 events rehearsals/services yearly and compensation based on budget and the successful candidate’s experience and qualifications. 3.9. The length of rehearsals shall be a minimum of one (1) hour and not to exceed three (3) hours. Length is determined by time needed to ensure choir/special music is prepared for the following worship service. 3.10. All dates and times for rehearsals shall be coordinated with the chaplain assigned to the service and the Facility Scheduler including special and holiday event services. 3.11. Coordinate with the chapel official for acquiring new music, equipment repairs/servicing, and other supplies. Submit requests for music supplies (i.e. scores, song sheets, folders, etc.) in writing to the Account Manager to ensure supplies are received in a timely manner (generally at least 60 days in advance). 3.12. Comply with all applicable Air Force and local instructions for financial management and accounting, facility use, maintenance and security, all of which are available in the chapel contractor continuity binder. 3.13. The contractor shall be accountable for paying all applicable Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any subcontracted personnel. 3.14. Be trained in voice and/or instrumental accompaniment. 3.15. Shall possess the ability to sight read and tailor music to meet the needs of the service.
