The project: A Senior project manager will be required to lead the Modernising Heathrow Programme Utilities. The work will be split into a number of delivery packs (or projects): Identify enabling utilities scope for T5, Multi Story Car Park (MSCP) 1, West Base Asset Replacement (WBAR), T1 and Eastern Airside Access Road (EEAR) and propose draft solution by end May 2025. Final recommendations date to be confirmed within a month of arrival into the role. Manage the change process to move identified scope into the Enabling Tranche NLT end Aug 2025 but timings to be confirmed within one month of arrival. Lead on the Utilities Gateway applications to support the Enabling Tranche. Work with the programme planner to establish the appropriate gateway process that aligns with the wider programme focusing on P2T, G2 and G3 in detail and subsequent gates in outline.  Act as the Programme POC and SME for all utilities scope both internally and externally. Lead the liaison with the H7 power team. Act as the utilities POC for the Consents Tranche. Identify other utilities that should be carried out as enabling works and take through change control. By end of July 2025. Lead the planning to step up the Utilities Tranche as a separate Tranche in line with the Programme schedule based on the programme scope for Utilities. Be prepared to partner with a delivery PM who will lead the project team from investment decision onwards. This post will support planning and delivery is in accordance with all safety, quality, time and cost parameters to meet the needs of the project.Scope of accountability may include the design and construction of on and off-site infrastructure that may include (but not be limited to) park and ride sites, rail works, accommodation campus, temporary cabins, temporary construction roads, hardstanding, utility networks (comprising potable water, comms and data, power, fire fighting water etc) and highway works (comprising bypasses and public realm works to adoptable standards).

    You’ll be responsible for:Supporting the multi-disciplinary team in the development of budgets for the works and the periodic reporting on those budgets.Ensuring level 3 schedules are developed and maintained for the contract or package of work. Ensure such schedules are consistent with overall project schedules (levels 1 and level 2). Escalate any discrepancies in a timely manner.Coordinating with the quality teams and identify, capture and implement quality management as per the NNB SZC management systems, specific attention to be given to off-site QM requirements.Supporting the implementation of the programme execution plan (PEP) and define the implementing strategies and plans to deliver the works and set out how the programme of work will be managed, organised and executed. The PEP sets out the “why”, “what”, “how”, “when” and “who” for the delivery of the programme.Assisting in securing the required resources to meet the project requirements, ensuring the maintenance of SQEP for any assigned resource and promptly identifying any personnel shortfalls or issues within their project team.Maintaining effective communications with all stakeholders and executing the project or PEP strategies within their contract or package of work.Supporting the project management, commercial and procurement teams in the development and implementation of sourcing strategies and the development tender documents. Respond to tender queries and meet with suppliers if required and provide input to tender technical reviews.Supporting the delivery of the contract or package activities to ensure they are delivered safely on time, to budget, meeting business and technical requirements. Monitor and manage the progress of the programme - track progress against milestones, deadlines, budget and provide key stakeholders with reports on these matters.Anticipating, managing and resolving issues within the contact or package. Identify risks and facilitate the resolution of all issues raised, develop and update the programme budget, and escalate any issues to the delivery manager (Programme Manager or Director).Providing written and oral reports and weekly and monthly reports to the SPM and engage with management for progress presentations.Reporting will include (but not be limited to) progress, cost, H&S and environment, production rates, stakeholder relationships etc.Reviewing contractor supplied level 3 and 16 week rolling schedules.Ensuring the list of deliverables (LOD) relating to the scope of work is delivered.      Reporting to the Head of Commercial Management, this role will lead on the contractual and commercial management for the associated projects.Due to the strict security requirements, candidates must be a UK National and will need to progress through security clearance.You’ll be responsible for:Familiar with the nuclear site licence conditions and the nuclear baseline philosophy.Good understanding of the UK regulatory framework.Developing contract administration manuals, processes, and procedures.Understanding and aligning to the contract management standards, assuring that these comply with the selected T&Cs in their chosen contract suite.Assuring that there is full compliance with the contract management standards and contractual terms and conditions in the execution of the contract administration activities.Managing commercial relationships and ways of working with contractors and or consultants to ensure continuous improvement in the delivery of works and services.Managing contractual negotiations and provide guidance to Project Manager and/or Services Manager, where necessary.Managing change through the internal change management process and governance.Reviewing and acceptance of subcontractors and acceptance of subcontract documents in line with the contract.Certification of payments including an assessment of defined costs for NEC4 option A, target cost, option C and working knowledge of option E and F.Reviewing forecasts prepared by the contractor (or consultants) and assess the pain share or gainshare due to the contractor in respect of NEC4 option C or D contracts.Undertaking delay damages calculations if required.Establishing category/programme contract management strategies, and review and approve individual contract management strategies.Managing KPI’s in incentive schedules within NEC4 contracts and review contractor performance against these.Managing defects process in accordance with NEC4.Reviewing contractor and or consultant compensation event applications, review of quotations for compensation events and subsequent assessments thereof and early warning notifications.When required, review the application for payment to ensure alignment with the contractually agreed terms and conditions.
     You’ll need to have:Qualified to a degree level or equivalent experience and membership of appropriate professional body.Practical working knowledge of the NEC4 suite of contracts.Extensive experience of contract management on major programmes.Experience of process plant, MEP services, building and fit out preferable.Experience of managing design consultants and design process beneficial.Experience of working in a fast-moving project environment essential.Previous experience of working in a highly regulated industry such as the nuclear sector.
