    Circet UK is looking for a highly motivated and experienced Project Manager to take ownership of the end-to-end delivery of fibre optic network build projects across the UK. This is a key leadership role responsible for ensuring projects are delivered safely, on time, within budget, and to the highest standards of quality and compliance.
    You’ll be the driving force behind project planning, execution, and stakeholder coordination – helping us deliver best-in-class connectivity infrastructure at scale.

    What You’ll Be Doing Lead the full lifecycle of fibre network rollout projects – from planning and mobilisation to delivery and handover Develop detailed project plans covering scope, schedules, budgets, risks, and resources Oversee field operations, spending approximately 50% of your time on-site with delivery teams Manage internal resources, subcontractors, and suppliers to ensure project milestones are met Track project progress, resolve issues proactively, and maintain accurate RAID logs Ensure compliance with Health & Safety legislation, Streetworks regulations, and company standards Coordinate procurement activities and manage project-related commercial responsibilities Monitor and control project budgets and forecasts – managing up to £10 million annual revenue Act as primary liaison with clients, local authorities, and internal departments (design, operations, commercial) Lead project meetings, provide regular updates, and manage stakeholder expectations Carry out site inspections, ensure quality control, and conduct regular safety audits Foster a culture of accountability, collaboration, and continuous improvement across teams What You’ll Need 3–5+ years of experience delivering complex infrastructure or fibre network build projects Background in telecoms, fibre, or civil engineering environments in the UK is essential Proven ability to manage multiple concurrent projects of varying sizes and complexity Strong working knowledge of FTTx delivery, civil engineering processes, and construction best practices Excellent leadership, communication, and stakeholder engagement skills Proficient in using project management tools (, MS Project, Smartsheet, Jira) A hands-on, solutions-focused approach with the ability to thrive in fast-paced settings

    Role Overview
    The Senior Pre-Sales Consultant is a key contributor to Circet’s data centre growth strategy, providing technical leadership and commercial expertise throughout the pre-sales lifecycle. This role is responsible for leading complex, high-value bid opportunities and developing technically compliant, commercially robust solutions across data centre passive infrastructure systems.
    With a strong focus on fiber optics, horizontal cabling, and data cabinet and rack solutions. This role supports the sales function by producing accurate project estimates and client-ready proposals aligned to specification, programme, and budget requirements. This senior position is primarily engaged on multi-million-euro projects for strategic clients within a rapidly expanding market sector.

    Key Responsibilities Lead and manage bid opportunities through the full pre-sales lifecycle, from RFQ receipt to final submission. Act as the technical authority for data centre passive infrastructure solutions during the bid phase. Provide mentoring, guidance, and technical support to junior pre-sales team members. Receive, review, and manage client RFQs, specifications, drawings, and associated documentation. Coordinate internal bid activities, ensuring timely production of high-quality, client-facing deliverables. Assess new or revised client documentation and evaluate impacts on scope, design, risk, and cost. Manage and control quote revisions in response to design changes or client clarifications. Interpret layout drawings, project programs and produce accurate material and labour take-offs. Generate RFIs, detailed bills of materials (BOMs), and labour cost estimates. Develop comprehensive and accurate project cost models to support final bid submissions. Ensure all solutions and costings fully comply with client specifications, standards, and commercial requirements. Engage directly with clients to present solutions, support technical discussions, and promote Circet’s capabilities. Attend client meetings and support post-tender clarification and negotiation stages. Ensure all RFQ and bid deadlines are met in a structured and controlled manner. Liaise closely with Operations, Sales, Commercial, Finance, and Health & Safety teams to ensure bid alignment and deliverability. Maintain strong relationships with suppliers and manufacturers to remain informed of evolving technologies, products, and best practices.
    Key Requirements Demonstrable experience delivering pre-sales support for high-value, complex projects, including double digit multi million euro opportunities. Minimum of five years’ proven experience in a pre-sales, estimating, or technical consultancy role within the industry. Extensive knowledge of data centre passive infrastructure systems, vendors, and supply chains. Strong commercial acumen with a clear understanding of cost drivers and risk management. Exceptional attention to detail with a structured, analytical approach to problem-solving. Ability to work effectively under pressure and meet demanding deadlines. Self-motivated and capable of working independently with minimal supervision. Proven ability to manage and prioritise multiple concurrent opportunities. Confident communicator with the ability to present technical and commercial proposals to clients. Proficient in Microsoft Office applications. Proficient in Google Workspace applications. Where required, administering planned and emergency street works notices/permits for all types of traffic management solutions from traffic signals to road closures. Liaising with Local Authorities & all affected stake holders obtaining authorisation including arranging parking suspensions, bus stop suspensions and main light switch outs. Primarily administering permits/notices on behalf of our in-house TM division on the England roads network and working in collaboration with the groups in house noticing team with a primary focus on our in-house traffic management division “Freeflows” day to day operations. Coordinating with other 3rd parties parking suspensions, bus stop suspensions, road closures etc.
    Knowledge requirements
    The successful candidate should have knowledge of the following elements, some with advantageous elements Traffic management experience preferable particularly around production of high spec TM plans (however training will be provided) Experience in NRSWA/TMA/EToN/Symology/Street Manager preferable (however training will be provided) Able to liaise and maintain good relationships with local authorities and 3rd parties Good organisational, time management and communication skills Able to work proactively, accurately and methodically under pressure and to strict deadlines Ability to work in a high turnover/fast paced environment as part of a team but also independently (with ability to work from home) PC literate/good knowledge of Excel & Outlook Must be a team player

Ensure training needs are identified and, in conjunction with HSEQ Department, arrange for personnel to attend such courses as are necessary.
