About the Role: The postholder will play a pivotal role in shaping the future of adult social care in Cheshire West and Chester where you will be responsible for: Outcomes-based Commissioning – developing and implementing commissioning projects from inception to mobilisation that addresses the needs of young people and adults with mental health challenges, a learning disability or autism. There will be a focus on prevention, early intervention, and community-led support, as well as sourcing support and accommodation for those with more complex presentations. Market Shaping – working with a diverse range of providers to develop sustainable and high-quality care and support that delivers person-centred services. Performance Management – monitoring and evaluating the effectiveness of commissioned services, ensuring value for money and continuous improvement. Stakeholder Engagement – building strong and lasting relationships with service users, carers, providers, and other key stakeholders. Data Analysis – utilising data and intelligence to inform commissioning decisions and identify areas for improvement. About You: You will have a strong understanding of the challenges and opportunities facing the public sector, in particular those with a learning disability or complex needs. You will possess significant experience in commissioning within a Social Care or Health environment. You will have excellent project management, communication, and interpersonal skills. You will be able to analyse data and use it to inform effective decision-making. You will be committed to promoting equality, diversity, and inclusion. You will have a degree level or equivalent qualification or relevant professional experience commensurate with this role within Social Care, Health, or related field. You will have experience of working within a political environment.  You will have a flexible and personal resilience approach and the ability to confidently manage competing priorities. This service provides an out of hours emergency social work service to vulnerable adults and children in the Cheshire West and Chester borough. Permanent hours Social Worker vacancy Emergency Duty Team - EDT- Cheshire West and Chester Grade plus % out of hours enhancement. We are excited to recruit to this role within the Emergency Duty Team, which explicitly covers out of hours social work response. As a generic social work service, we cover the entire county of Cheshire West responding to urgent assessments that cannot safely wait until the next day. You must be a qualified and registered Social Worker with experience, highly skilled and out of hours working suits your lifestyle and other commitments. In this role you will have the fantastic opportunity to work within a small team of experienced staff where you will be prioritising need and making effective and sound judgements in a variety of challenging situations. We are looking for social workers who are AMHP qualified (or willing to train) and have experience of Adults and Children's work. A good understanding of statutory responsibilities across services is essential including Adult Safeguarding, Child Protection, Mental Health Act and Mental Capacity Act. Knowledge of legislative frameworks including the Children Act (), Mental Health Act () as amended (), the Mental Capacity Act (), the Care Act () is required. You should be confident in your decision making, able to work autonomously and be proactive, with excellent organisation and recording skills. You should have the ability to communicate effectively, both verbally and in writing. You would make positive use of supervision and contribute to the team development and understand the council’s priorities, values and expected behaviours. You will work to a rolling rota which includes weekends, night working and bank holiday cover. The week rota runs consecutively, annual leave is included in the time off, with the rota as a very attractive pattern - working to shifts a week with a break of consecutive days down time. This occurs nearly times in the year and is a great working balance for those who can commit to their out of hours shifts. Shift patterns can change due to needs of the service demands, though we have operated with this model for a decade. The out of hours working and lone working overnight role, is supported by a % enhancement to the grade. It would be preferred that staff live within a twenty five mile radius of the office base in Chester. The contracted working is a Hybrid model which requires some shifts must in the central office setting and others are working from home. For those who prefer working in the office setting and around fellow professionals, there will be this option in to do so / which fits well with EDT. Our Social Care workforce is passionate and committed to improving outcomes in our authority by providing a consistent, high quality service to individuals and families together with the support from excellent leadership and management. We are a large, friendly, supportive and innovative planning team dealing with around planning applications each year, offering the opportunity to get involved in a great variety of proposals such as major housing developments, large commercial/industrial sites, energy projects and rural diversification schemes, whilst protecting the countryside and Green Belt and preserving and enhancing our distinct heritage - including the beautiful walled city of Chester with its concentration of listed buildings and Area of Archaeological Importance.  Your main responsibility will be to manage and determine more complex planning applications, but from time to time you will also help our planning enforcement and planning policy teams. You will demonstrate the ability to work as part of our friendly and committed team of planners and support staff, have extensive experience of dealing with a variety of complex planning issues (preferably in a local authority environment), be an excellent communicator and show a clear commitment to providing outstanding customer service. Main Responsibilities You will be undertaking assessments under the DoLS legislation, providing support and guidance around DoLS and the MCA to practitioners in the Cheshire West and Chester area. The need for sensitive negotiation when assessing service users and carers where there is conflict. Effectively manage people presenting in crisis needing a quick resolution, using relevant legislation and resources. Provide advice and guidance about the Mental Capacity Act and Deprivation of Liberty Safeguards. Provide information, written assessments, reports and statements to support other service professionals, managers and agencies. In particular use agreed assessment formats to make recommendations to The Supervisory Body about the authorisation of deprivation of liberty. Maintain client records to a high standard in accordance with relevant legislation, policy and procedures.
