    Celestar Corporation has an IMMEDIATE need to identify multiple All- Source Analysts - JR to support the USSTRATCOM J2 by providing Advisory and Assistance Services to assist USSTRATCOM/J2 and specifically the Strategic Joint Intelligence Operations Center (JIOC) by providing Subject Matter Expert (SME) support that will improve the Command’s understanding of potential adversaries’ strategic relocatable targets.Place of Performance: Offutt AFB, NebraskaCLEARANCE REQUIREMENT: Active TS/SCIDuties/Responsibilities: Assist in developing All-Source and SIGINT products in support of the Command's OPLAN Annex B Priority Intelligence Requirements and Strategic Warning problem-set. Coordinate with the designated government representative to plan, prioritize, and forecast analytic projects. Products and all-source analysis shall meet IC tradecraft standards per IC Directive 203, Analytic Standards, IC Directive 206, Sourcing Requirements for Disseminated Analytic Products, and the Defense Intelligence Agency (DIA) Analytic Quality Framework. Document analytic project status throughout the lifecycle of each project using the JIOC Production Tracker. Review analytic findings produced by IC, or other designated mission partners, and provide substantive comments, as appropriate. Evaluate and provide feedback of IC reporting—cited in contractor-provided studies, assessments, briefings, reports, minutes, staff packages, and other documents pursuant to tasks in this PWS—in order to advise and assist the Government with source validation, re-tasking, and inform collectors of the value of the collected information to USSTRATCOM. Submit Government approved evaluations and feedback into the appropriate system of record and comport with the formatting and content guidelines directed by the report’s originating agency. Maintain metrics on the number of evaluations provided and note any substantive comments provided to the collectors. Support an Object Based Production model by producing new objects and modifying existing objects, as requested by the Government, for a potential adversary’s strategic weapons. Serve as a subject matter expert (SME) for Command exercises, Integrated Mission Area Training events, and support internal and external war games as requested by the Government. Conduct periodic exchanges with governmental and commercial data analysts and modeling/simulation organizations/vendors to aid in designing and implementing automated analytic techniques. New analytic techniques will be used to analyze collected data to identify trends, cycles, signatures, and aid in the forecasting future events. IMPORTANT NOTE: Shiftwork is required to include overnights/weekends!Required Qualifications:Must have 3 years of All-Source analysis and production experience--to include assessments of TTPs, Concept of Operations (CONOPS), and identifying potential system vulnerabilities.     The U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) Support Services has initiated this effort to provide support in the development of security related documentation to include Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans that utilize a systematic approach to technology protection, intelligence analysis, and multi‐ discipline security specialist support to provide risk mitigation across the Army to protect Army personnel, facilities, infrastructure, networks and national security information.The United States research laboratories, engineering centers, and defense industrial base are developing the advanced technology that will form the heart of the Army’s future fighting force. Foreign Governments and companies that both use and sell military systems will go to great lengths to acquire the advanced technologies that dominate future warfare. Identification and protection of those technologies is essential to the Army’s mission and ability to fight and win when those systems are fielded. When foreign Governments and companies illegally acquire knowledge of the U.S. advanced technologies, it is also essential that the Army understands the effect of that compromise. The Army must have an integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA) program, and Modernization Security Protection (MSP) with the ability to perform these critical missions with a high degree of confidence of success.RESPONSIBILITIESEngineer Specialists III provide RTP training to all new ARTPC employees.Provide RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments, and CriticalFunction (CF) analysis, supply chain analysis, vulnerability analysis, and risk evaluation.Provide inputs to threat identification, security-related protection measure development, and countermeasures development recommendations based on engineering analysis results.Document results of the support and related meetings (other than recurring) will be documented in an ARTPC assessment/survey memorandum, AAR/Executive Summary (EXSUM), in the customer tracking database, and as part of the monthly status report (MSR).Work with government and contractor security specialists to develop an effective Interim/S&T Protection Plan and/or Program Protection Plan and ensure the plan is satisfactorily implemented at Government as well as contractor facilities where CTI and/or CPI reside.Conduct CPI Surveys, CPI Assessments, Army Critical Technology – Identification (ACT‐ID) methodology reviews, and Cooperative Research and Development Agreement (CRADA) reviews as required. Develop, test, maintain, and operate a database/spreadsheet to support Cyber Incident Damage Assessment (CIDA) case management, metrics, and reporting, and provide a matrix on the CIDA workload.REQUIREMENTSBachelor's Degree in Engineering (e.g., mechanical, electrical, civil, chemical, aerospace, materials, etc.). Eight (8) years of engineering experience. Experience in briefing and interacting with SES/General Officer levels preferred.Exceptional oral and written communication skills to effectively interface with senior military officials, managers, and subordinates.Valid US Passport.

    The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
    INL’s Office of Europe and Asia (INL/EA) develops, manages, and oversees United States Government (USG) foreign assistance programs to support comprehensive criminal justice sector capacity development in countries throughout Europe and Asia. The office comprises a Europe Division with three program teams, an Asia Division with three program teams, and a Cross-Cutting Team (CCT). Staff members include Foreign Service Officers, Civil Service Officers, Personal Services Contractors, and Third-Party Contractors.
    POSITION DESCRIPTION
    INL/EA Cross-Cutting Team and support the INL/EA program officers and embassy staff to design foreign assistance projects and programs and develop, track, and report data to describe the impact of INL programming in Europe and Asia. The Advisor will provide services to INL/EA that cover all aspects of program design, monitoring, and evaluations at the direction of INL/EA. The Advisor will seek to enable INL leadership to leverage performance data to make data-driven decisions.
    The Advisor will provide dedicated support for EA programs to ensure compliance with DME requirements and best practices and will assist program officers in implementing INL’s program design standards and monitoring guidance. The dedicated support to INL/EA will help to ensure foreign assistance aligns with relevant strategic goals and objectives and that project documents are clearly written and measurable, with outcome and output indicators. The Advisor will help to establish processes to better collect data for EA projects and programs, which will increase the amount of useful and easily accessible programmatic performance data available to program officers and leadership. The Advisor will provide technical assistance to program officers and implementers on issues of DME implementation and policy.
    LEVEL OF EFFORT
    Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours a day. The level of effort for this position is equivalent to the labor category Program / Management Analyst, Level 3.
    POSITION LOCATION
    The physical work location is INL/EA office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC 20520.DUTIES/RESPONSIBILITIES• Support program reviews, in coordination with the relevant Program Officer and team leader, to ensure that stated goals and objectives connect to identified problems or needs of the host nation and the INL Functional Bureau Strategy (FBS).
    • Advise Program Officers, Post-based staff, and implementers on designing programs and projects in line with best practices and the INL Design Standards. Provide in-depth feedback and technical assistance on draft program and project documents.
    • Assist Program Officers in developing indicators that measure results and can be compared to established performance targets, including but not limited to interagency agreements, letters of agreement, grants, and contracts.
    • Work with the Program Officer, Post-based staff, and, where appropriate, implementers to develop change maps, monitoring plans, and associated documents, in line with INL’s bureau-wide monitoring guidance.
    • Coordinate with INL’s Office of Knowledge Management (KM) Division of Design and Learning (DDL) on the development and implementation of DME-related processes and standards.
    • Where available, use project and program data to perform trend analysis and reports, as requested by INL/EA leadership and program teams.
    • As appropriate, assist program teams to collate information and indicators to respond to broader reporting, including but not limited to the transnational organized crime (TOC) and Women, Peace, and Security (WPS) reports.
    • Work with Program Officers to design program evaluations, in line with the Bureau’s evaluation guidance.
    • Coordinate and deliver training and technical assistance to domestic and overseas INL staff and, as appropriate, implementers on proper program and project design, monitoring, evaluation, and risk management practices.
    • Interact positively and work cooperatively with team members and points of contact to accomplish assigned work in a timely and efficient manner.

    • Demonstrated skills in design, monitoring, and evaluation; providing comprehensive and routine reports for various audiences related to Key Performance Indicators, organizational assessments, data utilization, and risk assessments.
    • Demonstrated ability to clearly and consistently; organize, manage, and present complex information.
    • Demonstrated ability to manage competing tasks and operate in a fast-paced environment.TRAINING
    This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and by Department policy. These trainings do not require INL Contracting Officer approval.
    Travel-related training (i.e., FACT (CT650), HTSOS-C, etc.), may be required, if applicable. The contractor’s Program Manager (PM) shall coordinate with INL/EX/GAPP to determine if applicable and if INL CO’s approval is required prior. All other training requires INL CO approval.
