    Project Engineer

    The Role:

    Barhale is one of three delivery partners within the Anglian Water Integrated Operational Solutions Alliance. IOS is a medium complexity, capital maintenance and enhancement, Civil and MEICA, design and build delivery unit working across Water and Water Recycling to support the successful implementation of the Anglian Water AMP 8 business plan.

    We are seeking an experienced Project Engineer to join our team, delivering wastewater infrastructure and non-infrastructure design projects within the framework of an NEC contract. This is a pivotal design-focused role, covering the full project lifecycle from conceptual design through to construction issue drawings.

    The successful candidate will play a key role in coordinating multidisciplinary design teams, subcontractors, surveyors and consultants, ensuring compliance with client requirements, NEC contract obligations, and relevant industry standards.

    The Project Engineer will provide ongoing support throughout the construction phase assisting with constructability reviews, resolving technical queries and assisting with handover of the O&M manuals and Health and Safety files as part of construction handover back to the client.

    Key Responsibilities:

    General

    • Lead and coordinate the design process for water industry projects from feasibility and conceptual stages through to detailed design and construction issue.
    • Receiving client needs and carrying out root cause analysis.
    • Develop a conceptual design to address the client\\\\\\\'s need, drawing on relevant industry experience.
    • Working with the planning team to create a P6 programme for the delivery of the design phase. This will be followed by attendance and contribution to regular programme reviews.
    • Act as the key interface between the client, design consultants, and internal delivery teams, ensuring alignment with NEC contract requirements.
    • Manage design deliverables, including design reports, drawings, specifications, and schedules.
    • Support the Programme Delivery Manager in managing change control, early warnings, risk management, and design-related communications under the NEC framework.
    • Ensure all designs comply with statutory regulations, health and safety requirements, and technical standards.
    • Attend and contribute to design and project progress meetings, both internally and with clients and stakeholders.
    • Manage and coordinate the resolution of RFI and technical queries during the design and construction phases.
    • Provide technical leadership and mentoring to junior engineers and technicians as required.
    • Maintaining project logs and registers.

    Health, safety, and environment

    • Effective discharge of relevant duties under CDM 2015.
    • Manage HSE in the pre-construction phase to ensure compliance with Company procedures and legal obligations. This may include management of site investigations and surveys.

    Quality

    • Ensure quality in pre-construction surveys, site investigations and deliverables, in line with the ‘be right first-time’ programme.

    Key Measures and Targets

    • Successful delivery on time of projects within budget.

    Key Relationships

    • Contracts Managers, QS, Project Delivery Manager, Procurement manager, Planner, Project Managers, Design and Engineering Team Leads.
    • Site Agents and Site team.
    • Client’s site, commissioning & engineering & technical assurance teams.

    Essential: 

    • Educated to Degree level or equivalent in an engineering-related subject, ideally in the field of Mechanical, Electrical, ICA or Civil engineering.
    • Industry experience and industry qualifications will also be considered in place of a degree qualification.
    • Proficient with IT, specifically the full Office 365 suite.
    • Knowledge of health and safety legislation regarding safe work practices.
    • Ability to communicate at all levels
    • A team player with the ability to coordinate project-related activities with clients’ consultants and 3rd

    Desirable:

    • WIMES Standards familiarisation.
    • Experience of working within the utilities industry, especially Water & Wastewater
    • Background skills and experience in working within programme and schedule management.
    • Commercial and contract knowledge
    • Understanding of BIM.
    • PRINCE2 or other Project Management qualifications.
    • SMSTS or NEBOSH qualified.

    Design Engineer

    The Role

    The purpose of this role is to carry out detailed structural design and checking of temporary works and permanent works for civil engineering and to provide technical support to assist with operational activities.

    Key Responsibilities

    Technical design

    • Prepare and check detailed technical designs (including calculations, drawings, risk assessments, design certificates)
    • Undertake preliminary designs
    • Obtain independent checks and/or third-party technical approvals (e.g. for rail works)
    • Ensure design outputs meet CDM/health and safety/environmental compliance

    Technical support

    • Provide technical information/advice
    • Propose and/or develop value-engineered alternative solutions (during design or construction phases)
    • Undertake a technical review of method statements for complex or unusual methods
    • Undertake a review of defects or compensation events and advise on solutions

    Administrative support

    • Assist with the approval of external suppliers
    • Assist with the developing and maintaining processes, procedures and standards for technical design
    • Obtain or provide pricing for estimating purposes

    General responsibilities

    • Liaise with clients/customers/suppliers/third parties as necessary

    About you

    Essential

    • Previous experience within the structural engineering field, experience in the detailed design of structures either permanent or temporary works including the use of frame analysis software, structural design software and the use of CAD software for design purposes and sketches
    • Ability to carry out calculations by hand or in software such as MathCAD
    • Working knowledge of relevant industry specifications (Eurocodes, BS 5975 and other BS standards for structural design still used in the industry)
    • Experience in structural engineering office carrying out design calculations, analysis and developing or following structural methodology
    • Degree, or equivalent, in Structural Engineering or Civil Engineering
    • Thorough knowledge of structural principles
    • Knowledge of construction processes, methods etc
    • Good team worker and able to coach others but also able to exercise own judgement and work independently and manage own time/tasks
    • Effective communicator and able to assert own view
    • Ability to identify structural suitability, critical load cases 

    Desirable

    • A mix of site and design office experience
    • Incorporated/Chartered membership, or equivalent, with a relevant professional institution (or en route to achieving such a qualification)
    • Current relevant CSCS card

    What you will be doing as our new Technical Manager?

    As our new Technical Manager, you’ll be responsible for CDM Principal Designer duties whilst ensuring technical outputs meet the requirements of the Totex Delivery Process as well as meeting project affordability within timescales agreed with the project team. As a visible and hands-on leader, you’ll regularly provide technical support during assembly as required.  

    Responsibilities:

    • Deliver complete designs to meet project requirements whilst embracing technological advancements and help achieve the aim of fully attributed 3D models for every project to facilitate the manipulation of data. 
    • Develop and embed standard products, quality standards, collaborative working approaches and the Risk, Opportunity & Value process to optimise performance and reputation. 
    • Drive and champion excellence in Health & Safety by completing required audits and documentation and never compromising anyone’s safety during projects.
    • Plan the technical aspects of the project by liaising with Lead Project Managers, Integrated Project Leaders, and Discipline Heads; paying attention to correct resource allocation to meet project demands.  
    • Effectively manage a wide range of diverse stakeholder groups by acting as the trusted and visible technical link between Operations, Construction and Commissioning.  
    • Provide an environment where individuals can thrive and develop to enhance the overall team’s performance by continuously pushing the boundaries to consistently outperform.

    What you will be doing as our new Project Commercial Manager?

    You will be accountable for the commercial and cost management of a project or programme of projects from inception to close out reporting directly to an Integrated Projects Leader (IPL) ensuring that maximum efficiencies are obtained and full compliance with all Alliance and Anglian Water governance procedures is achieved. Providing a commercial challenge to the IPL and team on all project matters.

    Responsibilities:

    Management of Commercials :

    • Ensuring robust estimates are provided that are aligned to scope.
    • Managing and supporting the commercial and procurement strategies with the Senior Buyers to ensure the tender processes are followed correctly.
    • Ensuring subcontracts are properly prepared and reflect the agreed scope and are properly managed by contract.

    Robust Cost Management:

    • Providing accurate live forecasting considering the project programme and reporting following the respective WBS/CBS.
    • Ensuring actual costs are properly monitored and assessed against the baseline estimate and challenging any variance to the plans.
    • Providing reports on actual costs versus estimates and identifying underlying reasons for any variance and resolution.

    Contract Management:

    • Ensuring the Alliance contract is properly administered.
    • Overseeing the timely issue of early warnings and advising the IPL on all matters related to compliance.
    • Ensuring that proper records are kept so that all financial information for audits and cost assurance is readily available.

    You will be a key link and part of an integral team that collaboratively works closely with the MEICA Contracts Manager, Project Manager, Project Engineers and Commercial team to meet the project requirements in a safe, efficient and environmentally sensitive manner.

    As MEICA Estimator you will be expected to contribute fully to the growth of the MEICA business through successful project delivery. This will involve you getting into and owning the finite details of each project, to ensure that it is efficiently priced, programmed and planned to meet project milestones, whilst driving value and providing the required levels of contribution at all levels. It will also involve you in obtaining feedback from project outcomes as they are delivered to gather learning that can be embedded into future estimates.

    Key Pricing Responsibilities:

    Working with the MEICA Project & Barhale civils team to effectively managing the tender pricing process including tender appraisals and contribution to the enabling phase by:

    • Developing the scope of work for the project with the MEICA team.
    • Applying your experience of MEICA equipment and services used in the construction of Water and Wastewater Treatment Works to achieve a safe, efficient and environmentally friendly solution for each project.
    • Contributing to process design development and then ensuring that designs are checked and verified and sufficiently developed to ensure accurate tender submissions.

    The Role:

    As Project Engineer within the MEICA business, you will bring demonstrable MEICA or industrial installation experience and practical skills to the team. You will provide the detailed technical input to the project and ensure works are safe and meet the specifications prior to implementation.     Senior Quantity Surveyor

    The Role

    Quantity Surveyors at Barhale, integral members of project teams, provide support to the project delivery teams and senior management daily. They are allowed to develop existing skills, whilst learning new ones, within a collaborative and dynamic team.     Barhale’s civil engineering and infrastructure projects are varied in value, complexity, and duration, from established frameworks to individual bespoke projects and unplanned emergency works. With projects varying from £200k to £ 10 m+, you will be essential in driving efficiencies within the scope of work, driving cost efficiency and providing a high standard of commercial analysis.     Design Manager

    The Role

    Deliver technical solutions in response to the needs of the company’s programme of work. Take responsibility for the technical compliance, quality and appropriateness of solutions delivered.

    Lead design consultants and multi-discipline engineering teams to deliver the design solutions to schedule and budget.

    Support the project delivery teams by providing concept, basic and detailed design solutions based on client and site-specific requirements for clean water, wastewater and biosolids treatment solutions, pipelines, trunk mains, sewers pumping stations and networks.

    Ensure timely delivery of technical solutions in response to the needs of the project schedule and the company’s programme of work. 

    Key Responsibilities

    • Take ownership and accountability for the technical appropriateness of the project solutions delivered throughout the project life cycle.
    • Ensure design work is correct and complies with the customer and statutory standards, regulations, and specifications.
    • Manage the agreed contract with external design consultants ensuring that duties are discharged under the contract and if not, that appropriate action is taken.
    • Manage the development and delivery of appropriate, robust, reliable, operable, and maintainable asset designs that meet the project objectives.
    • Management of multi-discipline teams of Engineers from within the business, consultants, and partner companies in the production of project solutions to the required level of design.
    • Production and management of project engineering budgets and schedules for review by the head of engineering before submission to the Project Manager.
    • Implement change control processes to track and manage the development of the Engineering element of a project to ensure all budgetary, programme and scope changes are correctly managed.
    • Ensure that all engineering outputs provided are following Health and Safety Legislation, documented Business Processes, Quality Management Systems & best practices e.g., checked and verified: calculations, drawings, specifications, and compliance with appropriate standards.
    • Evaluate designs and solutions.
    • Support supply chain selection for specialists’ input on the design.
    • Collaboration with other technical, operational, maintenance, and strategic stakeholders, and design coordinators.
    • Liaison with Engineering Managers, Project Managers and consultants concerning project issues, scope changes, risks etc.
    • Temporary Works: Understanding of what encompasses Temporary Works and the supporting engineering, understanding of the types of temporary works designs available and what responsibilities the associated roles (designer/coordinator/contractor) have and engagement of internal and external temporary works designers.

    Audit and Governance:

    • Ensure the Barhale Code of Conduct is thoroughly understood, adhered to, and promoted across the business to ensure safe, compliant, and consistent working practices.

    • Accurate internal and external forecasting
    • Ability to interrogate and challenge dsigns, reports and survey information
    • Mitigate design risk, identify and realise opportunities
    • Work to achieve profit in line with business unit expectations
    • Maintaining deadlines in line with monthly reporting
    • Produce high-quality comdesign trackers
    • Foster and maintain excellent supply chain, stakeholder and client relationships
    • Use planning tools to manage design programmes

    About you

    Essential

    • Minimum 10 years of design and management experience
    • Foul water drainage system
    • Portable Water Mains
    • Building Information Modeling (BIM) and common data environments
    • Degree/HNC qualified, or equivalent, in civil engineering
    • Member of a recognized engineering institution, Incorporated Engineer, or Chartered Engineer and or working towards membership
    • Excellent communication skills with the ability to liaise effectively with both clients and staff
    • Self-driven and results-oriented with a positive outlook
    • People management, time management, project design management
